Site Assessment and Investigation for Soil and Groundwater Potential Contamination of Abandoned Fact

This project is “2013 Abandoned Factory Soil and Groundwater Pollution Potential Assessment and Investigation Plan” which was conducted by Apollo Technology Co., Ltd and MWH Americas Inc., Taiwan Branch. The execution period of this project is from June 2013 to December 2014. This environmental risk assessment system was established to manage the abandoned factories in Taiwan by risk maps effectively. According to the Tier I results of the environmental risk assessment system, 805 factories were selected to execute Environmental Site Assessment Phase I. Twenty abandoned factories with highly potential environmental risk were then selected to implement soil and groundwater investigation in accordance with the Tier II results obtained from ESA Phase I of 805 abandoned factories and the assessment system. Contamination existed in eleven sites in accordance with the soil and groundwater investigation of twenty abandoned factories. It is suggested adopting appropriate emergency measures by Article 7, Paragraph 5 of Soil and Groundwater Pollution Remediation Act for the soil contamination, or announcing them as control sites by Article 12 of SGPRA. The major contaminants were heavy metals in ten sites. Total petroleum hydrocarbons (TPH) and polychlorinated biphenyls (PCB) were found in four and two sites respectively. In addition, to prevent the pollution, a 3D multimedia video was created to advocate the soil and groundwater investigation performance of abandoned factories. The interactive reality simulation platform was also established with the 3D laser scanning technology or panorama photography for the training of abandoned factories investigation. Four patents of this project were applied in five countries, including Taiwan, China, America, European Union, and Japan, making Taiwan more competitive in the world.
